Only two of 67 fixtured league matches started in the county, at Truro and Porthleven.
In the Premier League Truro made 102 for 2 against St Austell at Boscawen Park before further rain caused an abandonment.
The top flight fixtures at Callington, Grampound Road, Redruth and Penzance were all washed out without a ball bowled.
It was a similar story in County Division 1 with all six games cancelled before lunchtime.
Rain affected most - if not all - matches in Devon and beyond.
The two top of the table Devon Premier clashes - leaders Exeter vs third placed Sidmouth and second placed Heathcoat versus fourth placed Plymouth - were washed off.
Rain stopped play at Exmouth, with the home side 76-2 against Bovey, while Sandford beat the rain to win by 106 runs at North Devon. Hatherleigh slipped to the bottom of the Premier following their rain affected two-wicket defeat by third from bottom Bradninch.
All six A Dvision games were washed off.
Three of the West of England Premier One games - at Bristol, Downend and Potterne - were abandoned while Bridgwater beat Frocester and Bedminster won at Goatacre in rain-affected matches.
