Cooper, 22, will link up with his new team-mates tomorrow in Oxford for training ahead of Saturday's League Two clash at Northampton Town.
Argyle boss Ryan Lowe also confirms striker Byron Moore has returned to training after injury alongside three-goals-in-two-games targetman Ryan Taylor, who went off injured during half-time of Tuesday's 4-2 EFL Cup defeat by Championship side Reading at Home Park.
Goal scoring midfielder Antoni Sarcevic (game two of three match suspenison) striker Joel Grant and attacking midfielder Dom Telford (both hamstring) miss out.
