Talented teenager Giles pipped Perranporth's Danielle Price in a titanic matchplay final at Price's rain and windswept home course.
The final was close throughout with Giles - from Saltash - edging into a two shot lead after 18 holes.
Leading strokeplay qualifier Price fought back to go one-up by the fifth in the second 18 with the lead then swapping until the two finalists ended up all-square after 36 holes.
The 40th hole proved to be decisive with 19-year-old Giles finally clinching the championship for the second year running.
A CLGA official said: "Congratulations to Megan Giles for becoming the CLCGA champion again and to both players for an epic match in very difficult conditions."
County captain Vicki Stevenson announced a squad of 14 from which a team of 12 will be selected to represent Cornwall at the South West Inter County Match Week at Woodbury Golf Club, Devon from July 1-5.
