The 26-year-old is the second player to join the Greens this summer, following the arrival of midfielder Matt Butcher.
The London born wing back scored four times in 30 games in a very successful season for the Millers, as they won promotion to the Sky Bet Championship and claimed the Papa John’s Trophy beating League Two side Sutton United, 4-2 after extra time.
A versatile player, who can play at wing back, as a winger or through the middle, Miller will add competition to those areas of the squad and carries a big threat going forward.
Three of his four goals last term came in victories, with the fourth coming in a 1-1 draw with Charlton Athletic.
He began his career at Isthmian League side Carshalton Athletic before moving to Scotland to play for Scottish Premiership side Hamilton Academicals.
He spent two and a half seasons at Hamilton, scoring 12 goals in 67 appearances before returning south of the border.
His move back to England saw Miller join Rotherham on a free transfer in the summer of 2020.
He would go on to spend the second part of that season on loan at Sky Bet League One side, Northampton Town featuring in the Cobblers 2-0 victory over Argyle.
Argyle boss Steven Schumacher said: “I am really pleased to finally announce that Mickel is an Argyle player.
“Talks have been on-going since the final day of last season to try and get this deal over the line.
“Mickel had a number of other clubs chasing him, but thankfully he has chosen to play his football with Argyle.
“He was part of a promotion team last season at Rotherham, so he has experience of competing at the top of Sky Bet League One.
“He will bring pace, energy and directness to our left hand side and I am sure the fans will take to him also when they see how hard he works for the team.”
Pilgrims Director of Football Neil Dewsnip said: “We’re very happy that Mickel has joined us.
“He will add further competition for places which is really important to the squad. He will give us more depth and add extra quality.
“He also brings experience and knowhow from being at a club that got promoted last season and we are looking for him to add this to us at Argyle.”
