The home side chased down 335 to win by six wickets, Cornwall’s highest ever successful Minor Counties run chase.
Cornwall’s batting heroes were homergrown Nottinghamshire professional Jake Libby and Werrington skipper Paul Smith who raced to an unbroken 146 for the fifth wicket in 21 overs.
Libby made 142 not out off 198 balls and Smith 86 not out off 62 balls as Cornwall claimed a famous victory with nine balls to spare.
Devon had batted up to lunch before declaring on 469-7 to leave Cornwall 335 to win in 67 overs, 102 in the last hour (17 overs).
Elsewhere there were Western Division wins for Shropshire, over Herefordshire, at Eatnor CC, Oxfordshire over Dorset, at Banbury CC and defending champions Berkshire over Wiltshire at Corsham CC.
Wales drew with Cheshire at Abergavenny CC.
